You might be interested in this statement just released
jointly by COAR and UNESCO. It is of
particular interest in light of the recent Max Plank OA 2020 proposal, as well as the pressure that some
European countries are feeling during the Dutch EU Presidency to
consider wholesale moves to APC-based gold Open Access.
